MICHAEL BURNETT BA FCA MCIPD MCIPS

Michael Burnett, a UK Chartered Accountant, member of the Chartered Institute of Personnel and Development and of the Chartered Institute of Purchasing and Supply, has more than 20 years experience of public sector management, working in and with EU institutions, central government and local government.

He is currently directing international training programmes in Public-Private Partnerships (PPP) for European public officials addressing PPP-related legal, commercial, operational and financing issues, including using EU Structural Funds. He launched the European PPP Forum as a forum for PPP issues.

He also leads programmes in public sector budgeting and financial management and public sector audit and is expert adviser on budgeting to the European Cities Economic and Financial Governance Group.

His experience also includes more than 15 years practical experience of PPP/ public procurement in the UK, EU and transition countries, working for the European Commission (DG Enterprise) as an END (e-business projects) and three years as Director of a PPP (UK government training agency in health sector).

Mr Burnett advised MEPs throughout the revision of EU Public Procurement Directives (2000-2004). He is also a member of the editorial board of the European PPP Law Review, has recently been an expert witness in the European Parliament's Internal Market and Consumer Protection Committee hearings on the EU public procurement regime (2006) pre-commercial procurement (2008) and concessions (2012). He is a member of the OECD's senior PPP officials network, presenting a paper in February 2014 on PPP contract management issues, UNECE's PPP Expert Group and the European Commission's Stakeholder Expert Group on public procurement. Mr Burnett is a regular speaker at PPP conferences and seminars and has published widely on public procurement and PPP. He has published widely on PPP and public procurement, including his latest books “Competitive Dialogue and Negotiated Procedures – A practical guide (2nd edition) ”, published by EIPA in October 2015 and “PPP - A decision maker's guide”, published by EIPA in September 2007.
